Barracks is a Shop Building in Great Little War Game and Great Big War Game. They are used to purchase Infantry Units. Without a Barracks building, you can't spawn new Engineers to Capture buildings, so it is recommended that you protect at least one Barracks, or at least have two Engineers near one of your Barracks and protect them.
